HENRICO, Virginia — Governor Glenn Youngkin held a campaign-style rally to ceremonially sign Virginia’s Fiscal Year 2023-2024 budget. On Tuesday, Youngkin spoke from the aisles of the Tom Leonard’s grocery store where he filmed a grocery tax-related campaign ad and where he held one of his final rallies during the campaign.
“Nine months ago we were right here with many of you, and we in fact were talking about the impact that rising cost of groceries were have on families,” Youngkin said to a crowd of supporters, reporters, former GOP candidates, and current GOP politicians standing next to bins of produce.

Governor Glenn Youngkin is sending 35 budget amendments to the General Assembly to approve on Friday, including a gas tax holiday, a ban on using state Medicaid funds for some abortions, and a law that would make it a class six felony to picket or demonstrate outside a courthouse or residences of justices and judges. RICHMOND, Virginia – The Senate Finance and Appropriations Committee voted to kill Governor Glenn Youngkin’s gas tax holiday proposal, launching the General Assembly’s veto session. Later in the day legislators spent hours voting on Youngkin’s various amendments and vetoes to their legislation.
Finance and Appropriations Committee Chair Janet Howell (D-Fairfax) spoke against the gas tax holiday bill, and said that the phased gas tax increases in 2020 were part of a bipartisan effort to provide long term transportation funding solutions.

House Finance Committee Republicans advanced Governor Glenn Youngkin’s gas tax holiday bill and killed Democrats’ alternate $50-per-car tax refund proposal on Tuesday. The bill includes a 100-percent motor fuels tax reduction from May 1 through July 31, a 50 percent reduction in August, and a 25 percent reduction in September. It also includes a two percent cap on future annual rate adjustments.
“As I testified to the House and the Senate early in the year, we have an exceptional amount of revenue that we did not expect a couple of years ago in the transportation plan. Over the six years it’s in the billions of dollars. And obviously, the governor has made a pledge to try to get some of the revenue back to the citizens who’ve contributed to the Commonwealth, particularly in this time of high inflation and economic trouble,” Secretary of Transportation Sheppard “Shep” Miller III told the committee.

Senator Steve Newman (R-Bedford) and freshman Delegate Tara Durant (R-Stafford) have introduced the Youngkin administration’s three-month gasoline tax holiday bill. In addition to the tax holiday, the bill includes a two percent cap on the annual rate adjustment, which is based on the consumer price index.

HENRICO, Virginia – Governor Glenn Youngkin announced Wednesday that he wants the General Assembly to pass a bill suspending Virginia’s 26.2 gas tax and 27-cent diesel tax for three months, spanning May, June, and July. That’s a pivot from his campaign promise to suspend the five-cent gas-tax price increase for a year, a proposal that the Senate opposed. Youngkin said rising gas prices predate Russia’s recent invasion of Ukraine and the economic impact from sanctions placed on Russia.
“We saw of course prior to that was gas prices in Virginia had gone up a dollar. And they’ve gone up another 80 cents, and this is just part of the inflationary pressures that Virginians are feeling all over,” Youngkin told reporters after pumping gas for a few supporters.
