State Sen. Reeves, Del. Krizek Introduce Bill to Create Problem Gambling Committee

Senator Bryce Reeves (R-Spotsylvania) and Delegate Paul Krizek (D-Mount Vernon) have prefiled legislation for the upcoming General Assembly session to create a problem gambling committee composed of gambling industry representatives and problem gambling prevention advocates.

“As Virginia moves forward with the expansion of gaming, it’s important that we understand the ills that come with it,” Reeves said in a Tuesday press release. “We must focus our attention on Virginians who struggle with gambling addiction. Delegate Krizek and myself are excited to announce our bipartisan effort to ensure that our Commonwealth’s gaming regulations properly reflect the much-needed funds for problem identification, gambling addiction education, and treatment.”

Kentucky Derby Owner Acquires Colonial Downs, Rosie’s Gaming Emporiums

Churchill Downs Incorporated (CDI), the owner of the Kentucky Derby, acquired the Colonial Downs horse racing venue and Rosie’s Gaming Emporiums as part of a $2.75 billion purchase of most of Peninsula Pacific Entertainment LLC (P2E).

With most of Virginia’s casinos not yet open, the P2E properties are one of the top options for gambling in Virginia. There are six Rosie’s locations in Virginia, with about 2,700 historical horse racing machines (HRM) that provide a slots-like game. As part of the purchase finalized at the beginning of November, CDI acquired rights to open two more HRM facilities: one in Dumfries, and one in Emporia, both scheduled to open in 2023. Virginia law potentially allows for three additional HRM locations.

JLARC Recommends Centralizing Gambling Regulation at the Virginia Lottery

Virginia’s gambling regulation should be centralized under the Virginia Lottery, according to a Joint Legislative Audit and Review Commission (JLARC) report, which found that regulation is split between three different agencies, and two of them are understaffed. In addition to the lottery which regulates casinos and sports betting, the Virginia Department of Agriculture and Consumer Services (VDACS) regulates charitable gaming, and the Virginia Racing Commission (VRC) regulates live and historical horse racing (HHR).

“Gaming regulation is not the primary function of VRC and VDACS. Both agencies need more staff and better technology to ensure that all gaming under their purview operates with integrity,” the report summary states.

Morrissey Says Skill Games Ban Is a Civil Rights Abuse, Calls on Attorney General Herring to Investigate

Senator Joe Morrissey (D-Virginia) is calling for Attorney General Mark Herring to investigate alleged civil rights violations associated with Virginia’s skill games ban that took effect in July.

“Last session, the General Assembly banned skill games while at the same time they authorized casinos to be built, they expanded historical horse betting, they authorized online sports betting. But the people who were left out are these small business operators that represent the fabric of Virginia,” Morrissey said in a press conference Monday morning.

Colonial Downs Group Launches Petition to Bring Gaming to Amherst County

The Colonial Downs Group is circulating a petition to bring slot machine-style gaming to Amherst County, according to a Wednesday press release. If five percent of qualified voters sign the petition, county residents will have the opportunity in November to vote to approve a Rosie’s Gaming Emporium.

Slots-Style Gaming Coming to Northern Virginia in January

The Colonial Downs Group is opening a new Rosie’s Gaming Emporium in Dumfries on January 8. The new location will offer simulcast horse racing and betting, as well as 150 historical horse racing machines. The machines use historical horse race data to offer a slots-style gaming experience to patrons.
