The Virginia Police Benevolent Association is drafting legislation to ban ticket quotas in all law enforcement agencies across the Commonwealth.
“This legislation comes from my state police chapter,” VPBA Executive Director Sean McGowan said. “We have a state police chapter that has 800 troopers that are members. This is their concern, this is not something that Sean McGowan or the committee came up with. This is directly from our members.”

RICHMOND, Virginia Simple possession of up to one ounce of marijuana will be legal in Virginia, effective July 1. On Wednesday, the Virginia General Assembly approved Governor Ralph Northam’s proposal to expedite legalization from 2024 to later this year. But legislators warned that doesn’t mean there will be a marijuana free-for-all.

Delegate Lee Carter’s right-to-work repeal died in crossover Friday, much like in the previous two years, but on Wednesday, Carter fought to give it one last chance. On the floor of the virtual House session, Carter raised a motion to discharge the bill from committee, a procedural move that would allow delegates to vote on hearing the bill in the House even though it had not been passed out of committee.
Carter said, “I’ve introduced this bill for the last three years running, and its fate in both previous years has been to die in crossover without a recorded vote on its final disposition.”
