Virginia’s Entire Congressional Delegation Votes for Ban on Russian Energy Imports

Virginia’s entire congressional delegation, Republicans and Democrats, voted Wednesday in favor of a ban on Russian energy imports. The bill passed 414 to 17, with two progressive representatives and several America-First Republicans voting against the bill.

“Tonight, I voted to send a unified message to Vladimir Putin that we do not wish to enrich Russia as it continues its unjustified invasion into Ukraine. Unfortunately, this legislation and President Biden’s ban will have little practical effect on Russia’s energy profits without a unified effort from our friends in Europe. I call on the Biden Administration to do more to rally the alliance he claims to have built to this cause and impose real economic sanctions on Russia,” Congressman Bob Good (R-VA-05) said in a press release.

Virginia Prohibition on School Mask Mandates to Be Determined by Courts

A new Virginia law prohibits school divisions from enforcing face mask mandates, but at least one school district and some parents are suing the commonwealth to overturn the legislation.

Senate Bill 739, which Gov. Glenn Youngkin signed into law in February, allows parents to opt their children out of any school-imposed mask rules. Under the legislation, which school districts were required to comply with beginning March 1, school officials are prohibited from using any disciplinary or academic punishments to enforce mask rules if a parent opted a student out.

Virginia Senate Passes Gutted Race-Blind Governor’s School Admissions Bill

RICHMOND, Virginia – In a bipartisan 26-13 vote, the Senate passed a stripped-down version of a House of Delegates bill to require race-blind admissions procedures in Virginia’s Governor’s schools; that version will have to go back to the House for approval.

Senator Chap Petersen (D-Fairfax City) advocated for HB 127 on the Senate floor on Tuesday; he noted that about 90 percent of the House bill had been removed.

“We really are only left with two paragraphs,” Petersen said. “Everything else frankly we did away with. And the two paragraphs, one has to do with no discrimination based on race or ethnicity, which is the current Title IX standard, and the second would just simply say that  all school divisions should make sure that each middle school has a program in place to prepare children to apply for Governor’s schools.”

General Assembly Passes Dog-Breeder-for-Testing Oversight Bills; Sen. Stanley Celebrates with Puns

Both the House of Delegates and the Senate unanimously passed several of Senator Bill Stanley’s (R-Franklin) bills on Monday and Tuesday to regulate dog breeders, the result of bipartisan work spurred by dramatic reports at a Virginia beagle-breeder-for-medical-testing Envigo. The bills are now headed to Governor Glenn Youngkin’s desk. An outright ban on the practice sponsored by Senator Jennifer Boysko (D-Fairfax) is set to die in the House Agriculture, Chesapeake, and Natural Resources Committee after being passed by the Senate. Oversight bills from Bosyko and Senator David Marsden (D-Fairfax) are also doomed in the same committee.

“I want to thank all of you for the hard work that y’all did. We had the Envigo incident and Senator Boysko, Senator Marsden, Senator [Barbara Favola (D-Arlington)], Senator [Travis Hackworth (R-Tazewell)], Delegates [Rob Bell (R-Albemarle)] and [Bobby Orrock (R-Carolina)] worked very hard to make sure that we’re going to hold those people that breed dogs, especially beagles, for scientific purposes, accountable,” Stanley said.

In one of his floor-speech comedy routines, on Monday, Stanley exhorted senators to adopt beagles rescued from the facility. Stanley said that there were 480 beagles that were overbred during the pandemic and that Envigo was allowing them to be adopted instead of euthanized. Half of those have already been adopted.

With Tight Schedule, Virginia Budget Compromise May Not Be Ready for Weekend Vote, Which Would Force General Assembly Session Extension

RICHMOND, Virginia – Legislators are meeting in behind-the-scenes meetings to try to finalize a budget compromise before the General Assembly is set to adjourn on Saturday, but are divided by a House of Delegates desire for substantial tax cuts and a Senate desire for higher state employee salaries plus a desire to preserve more future tax revenues. House Appropriations Chair Barry Knight (R-Virginia Beach) said that negotiations may take too long to have a compromise ready for a weekend vote, although he emphasized that his Senate counterparts including Finance Chair Janet Howell (D-Fairfax) are cooperating in good faith.

“I think with the time constraints that we have, with the two bodies doing our business, I’m not sure we’re going to make it,” Knight told reporters on Tuesday.

Menthol Cigarettes Ban Could Cost Virginia More Than $121 Million in First Year

A recent report found a nationwide ban on the sale of menthol cigarettes could cost Virginia hundreds of millions of dollars in revenue.

If the proposed Food and Drug Administration ban on menthols was to go into effect, the commonwealth would lose more than $121.6 million in its first full year of implementation, according to a report from the Tax Foundation. The losses would be caused by lower excise tax revenue, lower sales tax revenue and lower Master Settlement Agreement (MSA) payments.

Governor Youngkin Renews Calls for a Gas Tax Exemption to Combat Rising Fuel Prices in Virginia

Virginia Governor Glenn Youngkin announced his plan to combat rising gas prices in his state Monday while delivering a speech to ChamberRVA.

During his speech, the Governor blamed the current energy price hikes as results of bad energy policies at the federal level. Youngkin also admitted that inflation could not be fixed through the actions of one state’s governor alone, however, continued his push to suspend Virginia’s gas tax increase for one year.

Despite Virginia Republican Control of House and the Governor’s Mansion, Most Pro-Life Legislation Hits Senate Democrat Brick Wall

With Republicans in control of the House of Delegates and the governorship, and with a pro-life Democrat in the Senate who could offer ties to the Republican lieutenant governor, there were high hopes for pro-life policy when the 2022 General Assembly session began. But with the session approaching its March 12 adjournment, only a few lower-profile pieces of pro-life legislation will make it to the governor’s desk.

“In many ways, it was very much what we expected. We expected the Senate to be nothing but a giant roadblock to any rational or reasonable legislation that would have truly moved the ball forward for protecting unborn children and their mothers. Virginia Senate Fast-Tracking Ban on ‘Carolina Squat’

Virginia legislators are fast-tracking Senator Mark Peake’s (R-Lynchburg) new bill to ban a type of vehicle modification called the “Carolina Squat.” Trucks with the modification have their front end dramatically higher than the back. In February, a driver in a similarly-modified truck allegedly killed a man in Mecklenberg County, according to ABC8.

“He was coming up a hill, he couldn’t see the double-yellow line,” Peake told The Virginia Star on Wednesday. “He crosses over and smashes into another vehicle head-on, destroyed it, and killed the guy.”

Virginia Supreme Court Grants Appeal in Lawsuit By Teacher Fired for Not Using Preferred Pronouns

The Virginia Supreme Court has agreed to hear an appeal of a lawsuit from former West Point High School French teacher Peter Vlaming, who was fired from the district in 2018 for not using a student’s preferred pronouns. The Court granted the appeal Thursday, according to announcement from the Alliance Defending Freedom (ADF).

“Peter wasn’t fired for something he said; he was fired for something he couldn’t say,” ADF Senior Counsel Chris Schandevel said in the release. “As a teacher, Peter was passionate about the subject he taught, he was well-liked by his students, and he did his best to accommodate their needs and requests. But Peter could not in good conscience speak messages that he does not believe to be true.”

Virginia Rep. Beyer Cosponsors Legislation to Block Washington Commanders from Federal Tax Exemption on Bonds Used to Finance a Stadium

Representative Don Beyer (D-VA-08) is sponsoring legislation to eliminate the federal tax-exempt status of municipal bonds that are used to finance professional sports facilities. In an announcement, Beyer and cosponsors Representative Jackie Speier (D-CA-14) and Representative Earl Blumenauer (D-OR-03) explicitly identified the Washington Commanders, who are looking for a new stadium site in the greater Washington, D.C. area.

“Super-rich sports team owners like Dan Snyder do not need federal support to build their stadiums, and taxpayers should not be forced to fund them,” Beyer said in a February 22 press release. “Billionaire owners who need cash can borrow from the market like any other business. Arguments that stadiums boost job creation have been repeatedly discredited. In a time when there is a debate over whether the country can ‘afford’ investments in health care, child care, education, or fighting climate change, it is ridiculous to even contemplate such a radical misuse of publicly subsidized bonds.”

As representatives from the General Assembly’s money committees begin work on a budget compromise, Governor Glenn Youngkin sent a letter to them reiterating his top priorities for the budget.

There’s a tension between the House of Delegates and the Senate proposals on how to spend revenue surplus and one-time resources. Both chambers’ proposals advance increased spending, but the House of Delegates prioritizes extensive tax cuts with more moderate new spending while the Senate includes more new spending but moderate cuts.

Senate Republicans Force Democrats to Docket Several House Republican Bills

RICHMOND, Virginia – Senate Republicans won a minor showdown on Thursday by forcing several House bills to a full committee hearing although the Democrat-controlled Senate Education and Health Committee had removed the bills from its docket. Among the bills was Delegate Nick Freitas’ (R-Culpeper) bill requiring health providers to work to preserve the life of an infant born alive after an abortion attempt.

Senate Minority Leader Thomas Norment (R-James City) protested with a series of questions aimed at Senate Majority Leader Richard Saslaw (D-Fairfax). After Norment’s questions to Saslaw, the Senate went into recess while the legislators worked out a deal. Norment, Education Committee Chair Louise Lucas (D-Portsmouth), and Saslaw were seen speaking to each other and gesticulating during the recess.

Virginia House Subcommittee Recommends Tabling Campaign Finance Reform Bill

A House of Delegates Privileges and Elections subcommittee voted five to three to recommend tabling Senator John Bell’s (D-Loudoun) bill to ban the use of campaign funds for personal use. The Senate passed the bill 37 to three but if the Privileges and Elections Committee follows the subcommittee’s recommendation, the bill will falter. That’s not a new pattern for Virginia — in 2021 when Democrats controlled both chambers, a similar bill passed out of the House with unanimous support but the bill faltered in Senate committee.

Bell told the subcommittee that his bill was the result of a summer campaign finance joint subcommittee.

“Over the years, I know we’ve had many bills in this subject area, frankly, by members of both parties. This is a really tough area to go into, I want to just say to the committee as we get into it. And We took the bill that started off, we heard testimony, and we work with stkeholders again and worked with members of both parties, and we dialed the bill back in a few areas,” he said.

Roanoke College Survey: Virginia Gov. Youngkin Approval at 50 Percent, Disapproval at 41 Percent

A new survey finds Governor Glenn Youngkin with a 50 percent approval rating and a 41 percent disapproval rating. Roanoke College’s Institute for Policy and Opinion Research (IPOR) survey also found that 47 percent of Virginians think the Commonwealth is headed in the right direction, and 47 percent think things are going in the wrong direction.

“This is consistent with his winning margin in November. This poll shows that Governor Youngkin’s initiatives have received bipartisan support. The governor will continue to hear directly from Virginians and is focused on delivering on his promises,” Youngkin spokesperson Macaulay Porter said in a statement.

Senate Finance Adds Contingency Clause to House Bills; House Subcommittee Recommends Killing Two Constitutional Amendments; Plexiglass Gone from the Senate

RICHMOND, Virginia – As the legislature approaches its March 12 adjournment, legislators are working on budget negotiations, wrapping up their consideration of other bills, and continuing to return to pre-COVID-19 operations.

On Tuesday, the Senate Finance Committee advanced a number of bills from the House of Delegates, but at the beginning of the meeting Committee Chair Janet Howell (D-Fairfax) warned that the committee would add a financial contingency clause to several of the bills that aren’t currently funded in budget proposals. Health and Human Resources Subcommittee Chair Emmett Hanger (R-Augusta) presented the subcommittee’s report on many bills.

Addressing Howell, he said, “We had the issue that you referred to as you began the meeting where on a number of them, there was not an allocation of funds coming from the House. So, we’re going to have, obviously, resource issues as we enter conference in terms of whether or not we can support all these good ideas that we’re going to advance today with the clause.”

Head Start teachers in Louisiana, Ohio and Virginia are suing the Biden administration over a nationwide COVID-19 vaccination mandate for the federally funded program.

Elizabeth Etherton, a preschool teacher at Fairfax County Public Schools in Virginia, has filed a lawsuit in U.S. District Court over a threatened termination Monday for failing to take a COVID-19 vaccine.

Virginia State Senate Judiciary Committee Kills Local Gun Control Repeal

The Senate Judiciary Committee killed HB 827, a bill that would remove local authority to pass gun control ordinances. In its Monday meeting, the committee also killed several other Republican gun bills. Although a few bills are still working their way through the legislature, Monday’s committee meeting largely concludes the current General Assembly session in terms of gun policy, with few gains made by either firearms advocates or opponents.

“The session looks to be a wash for both sides, except for one bill on the serial numbers, and then a switchblade bill,” Virginia Citizens Defense League President Philip Van Cleave told The Virginia Star. “That’s not totally unexpected, but you never know.”

Virginia Governor Youngkin Aims His First Veto at Arlington County Civilian Review Board

Governor Glenn Youngkin vetoed a bill for the first time, he announced Tuesday. Delegate Patrick Hope’s (D-Arlington) HB 670 would have authorized counties operating under a county manager plan to hire an independent policing auditor to oversee its civilian review board; the bill passed out of the Senate along party lines, and out of the House of Delegates with some bipartisan support. Arlington County is the only Virginia county operating under the county manager plan.

“The best way to ensure that any bad actors within law enforcement are held accountable is to stand up for law enforcement, not tear them down or subject them to politically motivated inquiries,” Youngkin said in the press release.

House of Delegates Subcommittee Recommends Postponing Marijuana Sales Legalization

A House of Delegates General Laws subcommittee voted five to three on Monday to recommend continue a key marijuana sales legalization bill until the 2023 session, effectively dooming the bill for now. Senate Bill 391 would create the regulatory structure for a legal marijuana industry in Virginia, including cultivation, manufacture, and sale. If the General Laws Committee follows the recommendation from the subcommittee, Virginia’s legal-to-own but not legal-to-buy recreational cannabis structure will remain in place for now.

Bill sponsor Senator Adam Ebbin (D-Alexandria) told the delegates, “The action of this subcommittee, as we discussed, will establish a Virginia cannabis brand. The question is whether the brand will be a regulated, confined marketplace for adults, or for an import crime subsidization program proliferating in school yards and gas stations.”

Youngkin Stays on Virginia Public Schools, Rescinds Curricula Found in Violation of Civil Rights

Virginia GOP Gov. Glenn Youngkin on Friday followed through on his first official initiative after taking office in January to review, then rescind what his considers “inherently divisive concepts including Critical Race Theory” in commonwealth public school curricula.

Youngkin announced the move in a 19-page report in which he states: “Executive Order One charged the [commonwealth’s] superintendent of Public Instruction to begin the work of identifying and addressing inherently divisive concepts including ‘Critical Race Theory. … This interim report rescinds certain policies, programs and resources that promote discriminatory and divisive concepts as directed by Executive Order One.”

Virginia ABC Removes Russian-Sourced Vodka After Youngkin Calls for State, Local Governments to Break Ties with Russia

The Virginia ABC is removing seven Russian-sourced vodka brands from its shelves, although Stolichnaya and Smirnoff, which aren’t produced in Russia, will remain on shelves. That’s a response to Governor Glenn Youngkin’s Saturday directive to the Department of General Services to review Virginia’s procurement of goods and services involving Russian companies.

“The invasion of Ukraine by Soviet dictator Vladimir Putin cannot stand, and the people of the Commonwealth are ready to rally in opposition to this senseless attack on a sovereign nation and Western ideals,” Youngkin said in a press release. “Today, we are acting to show our solidarity with the Ukrainian people as they defend their country. And while these are important steps, it is incumbent upon President Biden to take a stronger, more decisive leadership position to end this war.”

Virginia Expects About $530 Million in Opioid Crisis Settlement from Drug Distributors and Johnson & Johnson

Virginia expects about $530 million in a settlement over the opioid crisis with Johnson & Johnson along with pharmaceutical distributors Cardinal Health, McKesson, and AmerisourceBergen, according to a press release from the Office of the Attorney General. The companies announced Friday that there is enough participation by states, territories, and localities who were suing the drug companies to move forward with a national settlement, first announced in July 2021.

In his release, Attorney General Jason Miyares said, “The opioid crisis has devastated many Virginia communities, families, and lives. The Office of the Attorney General is dedicated to this fight and is proud to have played a role in this historic settlement, which every city and county in Virginia joined. Because of this, the Commonwealth expects to receive approximately $530 million dollars to fight back against the opioid epidemic and support efforts to reduce, prevent and treat opioid addiction.”

Federal Judge Rules Fairfax County School Officials Discriminated Against Students by Lowering Admissions Requirements

A federal judge Friday ruled that Fairfax County Public Schools (FCPS) officials discriminated against Asian students by lowering the bar for admission to Thomas Jefferson High School (TJHS) in a push for “diversity.”

“This is a monumental win for parents and students here in Fairfax County, but also for equal treatment in education across the country,” Erin Wilcox an attorney for the Pacific Legal Foundation (PLF) said in a press release. “We hope this ruling sends the message that government cannot choose who receives the opportunity to attend public schools based on race or ethnicity.”

Superintendent of Public Education Balow Publishes Report on VDOE Material Removed for ‘Inherently Divisive Concepts’

Virginia’s new education administration has removed many of the equity training materials that used to be on the Virginia Department of Education website, according to a report from Superintendent of Public Education Jillian Balow. The removals and the report were ordered by Governor Glenn Youngkin in his first executive order, aimed at removing “inherently divisive concepts” from public education. That was a measure to fulfill a campaign promise to ban Critical Race Theory (CRT), but the order and subsequent actions go beyond material that explicitly references CRT.

“This interim report rescinds certain policies, programs, and resources that promote discriminatory and divisive concepts as directed by Executive Order One. It also contains a sampling of critical race theory-based materials,” Balow wrote in a letter accompanying the report.

State Sen. Chase Presents Data About 2020 Election to Virginia Attorney General Miyares’ Office; Republicans and Democrats Kill Her Effort to Fund a Full Forensic Audit of the Election

Senator Amanda Chase (R-Chesterfield) told senators Thursday that she had delivered information about the 2020 election to Attorney General Jason Miyares’ office on Tuesday. She pushed several budget amendment that would have spent millions of dollars on investigations both into the 2020 election and on future elections, but her amendments received vigorous opposition from Democrats and feeble support from Republicans.

“We presented quite a bit of data and information, our team did, to the attorney general’s office the day before yesterday, and one of their comments was that they need more time and more resources to do that investigation,” Chase said during debate over budget amendments.

Virginia House of Delegates, Senate Pass Budget Bills with Competing Tax Policy

RICHMOND, Virginia – The House of Delegates and the Senate have passed their separate budget proposals for Fiscal Year 2022 and 2023. Both chambers debated floor amendments to the bills on Thursday before passing them, but the final versions are broadly similar to the proposals announced earlier this week. Each chamber’s proposal is based on former Governor Ralph Northam’s budget proposal, but the money committees made significant amendments before sending them to be passed out of the House and Senate. The Senate bill contains fewer tax cuts than the House bill, allowing for more spending, while the House bill is closer to the tax policy Governor Glenn Youngkin has called for. The two chambers now enter a process of working to a compromise.

Senate Finance Chair Janet Howell (D-Fairfax) told the Senate that the proposal fulfilled promises made amid spending cuts during earlier hard times.

“In this budget we’ve done that, by making significant investments in education, natural resources,  public safety, and human services. We’re also chipping away a funding cap on support positions for K-12 education over both years of the biennium, embracing increased teacher and state employee pay, and adding to those compensation increases a one-time bonuses for teachers and state employees,” Howell said.

Senate Budget Amendment Would Block Richmond’s Second Attempt to Get a Casino

The Senate Finance Committee killed a bill that would have blocked the City of Richmond from holding another casino referendum, after voters voted against a casino proposal in 2021. The bill would have granted the opportunity to build the casino to nearby Petersburg instead, and some committee members expressed a desire to study the potential implications of a Petersburg casino. The February 10 vote against the bill left the door open for Richmond to try again, and take the last of five casino licenses in Virginia. Now, Senator Joe Morrissey (D-Richmond) is pushing to block Richmond through a budget amendment.

Virginia Senate Kill Key House Republican Bills, but Some Policies Have a Chance in the Budget

Democrat-controlled Senate committees have been killing House Republican bills, blocking policy changes on elections, guns, and the environment. More bills on education, abortion, and taxes are set to be heard in committees that have already killed similar Senate bills. However, even if those bills are killed, some of them still have a chance to be included in the budget.

“There’s still a lot of time left, we got the budget document we’re working on. A lot of our funding opportunities are in the budget,” House Majority Leader Terry Kilgore (R-Gate City) told The Virginia Star. “A lot of these bills that we’re talking about are in the budget. We took out RGGI [Regional Greenhouse Gas Initiative] in our budget.”

Senate Majority Leader Saslaw Spars with Secretary of Finance Cummings over Administration Analysis That Virginia Is Lagging Economically

Secretary of Finance Stephen Cummings told the Senate Finance and Appropriations Committee on Tuesday that while General Fund revenues are performing well, there is an overall lack of economic growth in Virginia. That’s similar to the message from a letter Governor Glenn Youngkin sent to the Senate Finance and House Appropriations chairs last Friday. Tuesday’s discussion between Democratic senators and Cummings illustrated the policy divide on finance between the administration and the Senate.

Cummings said that January 2022 was the sixth consecutive month of revenues exceeding the prior year by more than 15 percent. “So, pretty remarkable times,” Cummings said.

“Obviously, the extraordinary level of revenues for the government is great, but that does not indicate success in our economy,” Cummings said. “It’s the result of external factors, and in our opinion, taxes that are too high.”

Delegate Lee Ware (R-Powhatan) sponsored HB 46, which would have reintroduced a photo identification requirement, repealed the permanent absentee voter list, shortened early voting, and required representatives from each political party to verify the absentee ballot cure process.

“About photo ID, there is wide public polling that shows that support for [photo id] this crosses every demographic group, every partisan group,” Ware said.

Wason Center Poll Finds Slight Majority Disapproval of Youngkin’s Job Performance

A Wason Center/Christopher Newport University Poll found Governor Glenn Youngkin’s current job approval trailing slightly, with 41 percent approval and 43 percent disapproval. Forty-five percent of voters polled said Virginia is heading in the right direction, and 41 percent say it is headed in the wrong direction. Both results are within the poll’s plus-or-minus 4.2 percent margin of error. The Center reported that those results fall largely along partisan lines — 80 percent of Republicans say Virginia is going in the right direction, while only 22 percent of Democrats said the same. Key Republican initiatives got mixed results.

“In this highly polarized environment, we see partisans running to their corners on how they view the direction of the Commonwealth and the job of the governor,” Academic Director of the Wason Center Quentin Kidd said in a press release. “Youngkin’s approval numbers are certainly lower than those of recent governors in Wason Center polling early in their term.”

“These polls were wrong during the campaign and are wrong now,” Youngkin spokesperson Macaulay Porter said in a statement. “Virginians endorsed Governor Youngkin’s grocery tax plan so overwhelmingly that outgoing Governor Northam included it in his budget proposal. Governor Youngkin’s initiatives have received bipartisan support and he looks forward to delivering on more promises that he made during the campaign.”

Virginia Senate, House of Delegates Reveal Budget Proposals; Senate Doesn’t Include as Many Tax Cuts as Youngkin Wants

The House and Senate money committees presented their biennial budget proposals on Sunday afternoon in preparation for passage later this week. Both the Senate Finance Committee and the House Appropriations Committee included more than $2 billion in additional education spending when compared to previous years, a key goal of Governor Glenn Youngkin. But differing amounts of tax cuts drew Youngkin’s attention. In separate legislation, the House has already approved Youngkin’s tax cuts and refunds, but the Senate has rejected or pared-down some cuts.

“The House budget provides nearly $5.3 billion in tax relief for all Virginians – including significant tax relief for our military veterans and common sense tax relief worth $1,500 to a typical Virginia family in the first year. This represents the priorities I outlined in the Day One Game Plan Virginians voted for last November. Speaker Gilbert and Chairman Knight have delivered on our shared promises,” Youngkin said in a Sunday afternoon press release. “While it does not include nearly enough tax relief, the Senate budget proposal also includes common sense, bipartisan priorities on which we can find common ground. I know Senator Howell and Senate Leadership are eager to work in good faith on these and other important priorities.”

Virginia’s Unemployment Claims Backlog Reduced by 89 Percent

Youngkin Adds $1.25 Billion to FY 2022 Revenue Forecast, Asks General Assembly to Approve His Tax Proposals

Governor Glenn Youngkin asked the administration’s finance team to perform a mid-session review which added another $1.25 billion to the Fiscal Year 2022 revenue forecast. Youngkin highlighted the additional expected cash in a Friday letter to Virginia’s top money legislators as part of his push to save his broad tax reduction plan.

Youngkin wrote, “[T]he bottom line is taxes paid to the government are soaring and the revised revenue forecast estimates the Commonwealth will collect $1.25 billion more in the current fiscal year. That, of course, is on top of the additional $3.3 billion added to the original forecast last December. This is a staggering number, the largest mid-session re-forecast in anyone’s memory. The stunning amount of money being collected from taxpayers is the direct result of over taxation. Put simply, without significant tax relief, the Commonwealth’s general fund collections will grow by over 40 percent between 2018 and 2024.”

Healthgrades Ranks Twelve Virginia Hospitals Among Top Five Percent in the U.S.

Twelve Virginia hospitals have been named to Healthgrades’ list of the top 250 hospitals in the U.S., a ranking based on patient outcomes. Henrico Doctors’ Hospital and several of its campuses and Sentara Princess Anne Hospital made it onto Healthgrades’ top 100 list. No Virginia hospitals made it onto the top 50 list.

Sheriff Raises Concerns with Biden Administration’s Plan to House Two Thousand Afghan Refugees a Month Near Virginia Schools

A Virginia sheriff has publicly raised concerns with a plan by the Joe Biden administration to reportedly house thousands of migrants in the Northern Virginia county of Loudoun, allegedly within walking distance of at least two schools.

Senator Mark Warner (D-Virginia) is participating in the Munich Security Conference amid a tense moment between Russia and Ukraine. On Thursday, Warner said on a call with reporters that the situation would be one of the main topics at the annual conference, which wasn’t held during the past two years due to COVID-19.

General Assembly Drafting Legislation to Potentially Build New Washington Commanders Stadium in Northern Virginia

The Virginia General Assembly is working on legislation that may bring the newly renamed Washington Commanders to Northern Virginia. The NFL team is currently based at the aging FedEx Field just outside Washington, D.C., in Maryland, and the team has approached Virginia legislators about potentially building a stadium in the commonwealth. Both the House of Delegates and the Senate have passed bills that would create a football stadium authority to finance construction of the stadium; now, the chambers are evaluating each other’s bills, which have significant differences in tax incentives offered to attract the team.

“I would love to have a professional sports team and a football team in Virginia,” Governor Glenn Youngkin told The Virginia Star on Thursday. “We’ve got a Senate group and a House group in discussions in order to bring a very thoughtful bill to me. I believe that my job is to represent Virginia taxpayers, and so we’ll do a good deal. I just want to make sure that what comes out of the House and Senate gives us the capability to do a good deal because I sure would like Virginia to be the best place to raise a family, live, work, and have a professional sports team.”

CHESAPEAKE, Virginia – The day after celebrating his first major legislative win, Governor Glenn Youngkin is anticipating a bigger battle over the budget. On Thursday, he began touring Virginia to tout his tax reduction plans and enlist locals across the commonwealth in an effort to woo legislators. He made stops in Leesburg, Chesterfield, and Chesapeake.

“Now, because we are where we are in our legislative cycle, now there’s another three weeks or so of work to be done. And I need your help,” Youngkin said at his Chesapeake stop to an audience of local politicians and business leaders.

“I need you to talk to your elected representatives. Talk to your delegates. Call your senators. Send them a note. We need to cut taxes,” he said.

Court: Virginia County Can’t Enforce Mask Rules, Must Expunge Punishments

A court ordered that Loudoun County, Virginia Public Schools cannot enforce its mask mandate on students and will need to expunge students’ records if they had been punished for not wearing masks.

Loudoun County schools had intended to end the mask mandate Feb. 22, but the court order requires them to end it immediately. The school district immediately complied with the order and sent a letter to the school community, students and staff that explained the new policy.

Loudoun County Public Schools Won’t Comment After Judge Orders It to Follow Executive Order on Masks

After a group of parents sued Loudoun County Public Schools (LCPS) for forcing students to continue wearing masks despite Gov. Glenn Youngkin (R) issuing executive order banning that practice, LCPS declined to comment on the situation. 

Wayde B. Byard, LCPS’ public information officer, told The Virginia Star Thursday that the only comment he could offer was already made by Superintendent Scott Ziegler.

Virginia General Assembly at Crossover: Republican House, Democratic Senate About to Clash over Budget, Conflicting Policy

Halfway through the 2022 Virginia General Assembly session, the House of Delegates has passed a wave of Republican reforms focusing on taxes, law enforcement, and education, while much of the Senate’s work has involved Democrats killing Republican bills in committee. The legislature has just passed crossover, when each chamber sends its finalized bills to the other chamber. Now, the chambers will clash over conflicting policy as they evaluate each other’s bills and work on the budget.

“[W]e ran on a platform that was informed by what voters told us they wanted the General Assembly to accomplish on their behalf in 2022. They wanted lower taxes and safer communities. They wanted parents involved in their child’s education, not boxed out,” a Tuesday House GOP release said.

“As the House completes its work on our legislative priorities, I’m pleased to report that we’ve accomplished what voters sent us here to do,” Speaker of the House Todd Gilbert (R-Shenandoah) said in the release.
